Initiatives under National Programme for Control of Blindness

Factors about Blindness in India

  • There are more that 11 million blind persons in India
  • 80% of blindness can be prevented or cured.
  • Cataract accounts for 62% of blindness
  • 8 persons are operated for cataract every minute.
  • One Lakh donated eyes are required per year.
  • Only 20 thousand eyes are donated per year.
  • Cataract Surgery is simple and safe.
  • It is available free of cost for the poor.

Targets for 10th Plan (2002 – 2007)

  • Cataract Operations                                        21 million
  • IOL Implantation                                             > 80%
  • Collection of Donated Eyes                               1,75,000
  • Training of  Eye Surgeons                                 1,200
  • Refractive errors in children                               Free Spectacles
  • Pediatric Eye Units                                          50
  • New facilities for IOL surgery                             350
  • Vision Centres in rural areas                              2,000
  •  Reduction in Blindness                                     1.1 %  to 0.8%

New Initiatives

  • Development of facilities for all leading causes of blindness.
  • Control of childhood blindness through

-         School eye screening Programme

-         Increase in collection of donated eyes.

-         Developing pediatric eye units

  • Reaching underserved population-

-         2000 Vision  Centres in rural areas.

-         Active village blind registry.

-         Involvement of NGOs and Panchayats.

Revised Grant-in-aid to NGOs & Panchayats

  • Non-recurring grant to NGOs                              Rs. 25 Lakhs
  • Non-recurring grant to Eye Banks                        Rs. 10 Lakhs
  • Recurring grant for free surgery

- Conventional Surgery                                           Rs. 500 Lakhs

- IOL Surgery                                                        Rs. 750 Lakhs

  •  Recurring grant to Eye Banks                             Rs. 1000 / pair
  • Spectacles (Children &  Operated)                       Rs. 125 / case
  • GIA to Panchayat Raj Institutes                          Rs.  175 / case
